When I try to delete it manually, claims it is in use by another Program.
Any help on what this file is, Google didnt help, or whether I should be concerned or what to do about it would be appreciated.

Hi Amax, welcome to Wilders.

Have you tried rebooting into Safe Mode and running a scan (clean)?
