Help with program glitch

This image has started popping up on my desktop and will not close when I click "decline".
The participate and more info buttons do nothing either.

Before this started I received an alert from Process Guard that two HP programs were trying to start.
I recently installed the HP Photo smart 2710 all in one so I let Process Guard allow the programs.
Process Guard blocked one of them from accessing physical memory and I became suspicious, I know the HP 2710 has some bloatware that's not needed.

I went in the Process guard logs, found the program and clicked remove.
Re-booted but the pop up came back.

Any ideas?

Thanks for the reply Spanner.

I took care of it earlier today by doing a system restore.
I couldn't remember which HP program caused the pop up
so I just went back 2 days in restore and re-booted.
When the HP applications started coming up in process guard alerts I just denied the program.
The window is gone and everything seems OK.
