When you upgrade or install a new version over an old one, I believe it asks you if you want to use your existing rule set or not. You must have told it to replace your existing rules with new ones. You have to read the prompts carefully..

Suggested upgrade procedure is:
-Save your ruleset with File|Save As into a new backup file.
-Shutdown the firewall with File|Shutdown
-Run the new installer(reboot)
-Allow the installer to overwrite your ruleset.
-Open your backup ruleset with File|Open
-Drag and drop your rules from the Ask User table of your backup policy into the current policy (Unfortunately the GUI does not support to drag-and-drop those rules which have a redirecting verdict. Request this feature in Jetico Support. Until it is implemeneted you need to recreate those rules manually.)
-Reboot
