Failed to create the scheduled task Error #1722

I got the following mesage when trying to create an incremental backup.
E00640068 failed to create the scheduled task
Error # 1722 The RPC service is unavailable
Can anyone help please?

I tried the last website on Jimmy Top's message and ran the net. start RPCSS
command and although I got a message that it would terminate in a unusual way and didn't run, I found on checking that the incremental BU had happened!
I don't know if this is a final solution
