Very strange records!!

Recently I noted that in my LNS, appeared very strange records.
Details:
TCP : Block incoming connections, Internet >> PC, 00:09:7C:13:D1:38, [4.31.5.3]. Edonkey-p2p=4662
What hell is that IP??????

ICMP : All ICMP types (nukes, ...), 00:09:7C:13:D1:38, [128.9.0.109]
14 6D 14 85 00 00 00 00 7F 0D A7 22
Another strange IP!!!
