Recently I've been getting a window on my desktop that says "messenger service"

to xxx.xxx.xxx.xxx (my ip address) from (the spammer)

then it has an Ad. I'm not sure what program installed this hideous beast or how to find it and remove it. Does anyone have any insight?

Here's what I do know about it. It is not an IE popup window. It's a non descript gray window. I sometimes get multiple ads per day. They are all spammy gimmicks and porn. They are just plain text, never HTML or hyperlinks.

If I can't remove it, I'm gonna reformat. Please Help.

Reformatting won´t help one bit.
This will:
Under Control Panel, select Administrative Tools.
Select Services.
Double-click on Messenger.
In the Messenger Properties window, select Stop, then choose Disable as the Startup Type.
Click OK.

Read more about what is going on here: http://iatservices.missouri.edu/tech-bulletin/windows-file-sharing.html

Pieter

Well, the thing you are receiving is sent by using
Net send command.
You can stop the messenger service to stop receiving these messages. You can also Close a certain port(forgot the number)to stop receiving that.
