try pktfilter http://sourceforge.net/project/showfiles.php?group_id=69960&release_id=139690 it is kinda abandoned, which is sad as it has lots of potential.

Still its free and open source :)

CHX Packet Filter (http://www.idrci.net/idrci_home.htm) has Command line filter utility and might be worth a look.
