What is the best freeware privacy program for deleting and getting rid of all the stupid tracking files (both IE and other software) on my computer? My operating system is Microsoft ME.

It seems that everything is recorded in various files, logs, registry entries, etc. Why is this recorded and why is it needed by the operating system?
