Not able to throttle certain ports.

I am trying to use Port explorer to throttle a port to do backups to another site. I'm not able to throttle that port on a win 2k Server, but it works fine for my win XP box doing the same thing. any help would be greatly appreciated.

not quite suer about the difference why that happens, hope other win2000/XP users or the DCS team can tell and test with you.
