Allow WinPcap 3.XXX support in Port Explorer with an alternate GUI for packet sniffing mode.

An interesting suggestion. :)
Although we don't have any WinPCap-based programs available to the public at the moment we have done a lot of work with it in the past, and adding support for it in the next version of Port Explorer is definately a possibility, but that is unlikely to happen until next year as our current development schedule is already full.
