Windows 7 config question

I used superscan and it said I had TCP Ports 113, 135 open. I went into the win7 firewall and created a rule , one for outbound and one for inbound to close ports 113 and 135. I scanned again and the ports are still open

it was a security question, where was the thread moved to and why.
