Sygate's freebie is nice, same with Kerio 2x (Kerio 4x isn't quite there yet). Those would be my top picks.

It would help if you gave some idea of your type of Internet connection (dialup or DSL/cable), what version of Windows you use and what features you consider most important (simple or detailed configuration options, leaktest performance, resource usage, extra features like web filtering and event logging). The free versions are pretty much all cut-down versions of the full products but they have their strengths and weaknesses.

Aside from that, the Firewall Guide (http://www.firewallguide.com/software.htm) is a good place to start, covering both free and commercial versions.
