To Save & Protect certain ESS Settings and Exception lists I've always (via Setup module) Exported the ESS .xml Folder to a Safe Place.
For ESS Uninstall / Re-install or Re-format C:\, etc., -- are you HIPS Interactive/Learning users periodically Exporting the ESS XML file to backup HIPS Rules OR is there a backup to Rules (even after Uninstall) that I'm not aware of. That's a lot of time down the drain if no Rules backup exists.
