Under Advanced setup/User interface/Alerts and notifications/Desktop notifications and balloon tips/Display balloon tips in taskbar...
Why a 10 second minimum? I would prefer to get the tips but sometimes they go on for several minutes. If I could set them for 3 it would be much better.
