I have seen some nice sticky notes programs but I am wondering if there is a sticky notes program that also acts like a messenger. For instance, I can send someone a sticky note that will go to their desktop and survive reboot of their computer. Any ideas?

Huh

If you want to interact with another machine, you and the other party can just use "Team Viewer".

Has encrypted chat, encrypted file sharing and gives each party the ability to remotely control (if allowed) each others computer!

I don't need encrypted software. I just need a sticky note app that allows me to send the sticky note to another computer - it may be in a network. That way if I take a call for someone else I can make a note and send it to the other person. That person will receive the sticky note on their desktop, which will remain there until deleted - just as if they put the sticky note there themself with a normal program.

acr1965, although I don't use it, Stickies (http://www.zhornsoftware.co.uk/stickies/) seems to fit your requirements:
-{ Quote: "Stickies can be transferred from one machine to another either over a TCP/IP network connection, or by using an SMTP mail server or MAPI client:

Hierarchical friends list, which may be automatically transferred from other friends
Play a sound file on receive
Signature for transmitted or emailed stickies
Favourite friends, and custom lists can be made
" }-
There's also a Stickies Portable (http://portableapps.com/apps/office/stickies_portable).
