Windows Defender updates being installed twice?

I was looking back over my update history and noticed the same Windows Defender definition update installs twice. When I view the details, it's the exact same update but installed a couple of minutes apart. It doesn't appear to do it every time I update Defender, but very often. Does anyone know if this is normal?

A little investigating and it looks like they're being installed in two locations, Program Data and Users. That doesn't explain why it doesn't do it every time, but it's probably okay. :)
