Do you mean to delete files from your Hard Disk from WinpE Recovery CD?
The answer is No. The only files you can delete are backup files from Archive Database.

With Paragon Winpe recovery cd you are confined within that environment only. you cannot repeat cannot click any files to execute or delete.

If you mean to delete files on a local hard disk, you can use the File Transfer Wizard, browse to the file/folder and click on the red X to delete. This is particularly useful at times when we find systems that aren't booting due to bad drivers, viruses that can't be deleted in Windows, etc.
