Is it safe to patch my tcpip.sys with xp-antispy's halfopen limit patcher?

One word: yes.

I have patched with it regularly due to my p2p use and no issues whatsoever.

This is a better option for you as it patches the tcp.sys file with a certificate so MS doesnt' re-patch it during Windows update.

Safe yes, effective..you'll get arguments back and forth all day long. Imho, it's a placebo, and my experience backs it up.

Placebo or not, MS removed the limit from Vista SP2 onward, it also never imposed this limit on their server OS.

Yes, and pretty much required if you do a lot of concurrent torrenting.

Have been using it for couple of years in Windows installs, till now none has flagged it down as unsafe and even wireshark hasn't revealed anything sinister.

Probably because all these utilities patch critical system files, I have had this scanned with Jotti and it has come out clean.
