Question about PM feature

After a couple of week absence from this site I just now noticed I had received one and I'm getting this message:

My question is this: Is their some type of requirement that I haven't met yet before being granted access to this privilege or something because, when I checked my user PC I noticed it was setup accordingly.

Do you have your CP set up like this?
You don't need to check the bottom two boxes unless you want to, just the top one.
Make sure you didn't check the second one, unless you only want PMs from buddies and mods.
