Having problem starting TDS

After I installed the TDs and i updated, when i try to run that, it will give me an error:

Error 31 because your system is default chinese or other characters based language;
solution: in the control panel choose default system language english, reboot, and it should work all fine.
The next TDS-4 family will deal with this so till this is available this is the way to have TDS-3 working fine for you at the moment!
