If an application needs a (number of) specific port, where should it be in the internet filtering list? At the top, bottom or doesn't it matter?

The new rule should be placed at the top of the list.
If you put it at the bottom, the blocking rules (like "TCP: Any other packet") will apply first and your rule will be useless.
