I am using xb browser and it says "connecting to tor" for the last 10 minutes. i restarted and same thing. is the TOR network down?

No, check your copy of Tor to make sure you have the latist stable version which is 0.2.0.35.

xB Browser is configured to get a circuit that will establish in <8 seconds. If it is unable to find the circuits, it will keep looking for them until it finds them, otherwise the tor network is too congested/slow to respond.
