Installation error in safe mode

I am trying to install in safe mode to delete helper.dll on my daughter's computer but I keep getting the message "System Administrator has set policies to prevent window installer." I am the admin but have no idea how to fix. I've been stuck at this spot for days and I am sure it is a simple solution but I currently can't see the forest for the trees. Can anyone help please? Thank you!

I don't believe you can install NOD32 or ESS in safe mode. Once installed you can run a scan in safe mode, but I don't think it can be installed in safe mode.
