Whats a good Alternative program instead of using, Windows Picture and Fax Viewer for opening and viewing jpg image files?
need one just like Windows Picture and Fax where u can zoom in with your middle wheel button on mouse.
the reason why I need another program is because with HIPS u can't configure
Windows Picture and Fax Viewer's permissions.

Check out the last freeware version of Faststone MaxView. It's a lot like their popular ImageViewer except it's lighter and doesn't have all the bells & whistles. It's also now shareware, but the last freeware version (linked below) still has everything you need (and a little more) to match Windows Picture and Fax Viewer.
If you want the mouse wheel to be used as zoom in/out instead of "next image" just go to "Settings">"Viewer">Mouse Wheel and set as "Zoom in/out".

FastStone Image Viewer: It can be set so that the mouse wheel zooms. (I like it better than MaxView... Sorry!)
XnView: Zooms by default
IrfanView: It zooms with the mouse wheel while holding the Ctrl key.

I like Faststone ImageViewer better than Faststone Maxview as well. But the poster asked for something to replace the Windows Picture and Fax Viewer and MaxView comes with a few less options and doesn't have all the editing options. That's why I thought it might come closer to what they want. But, I would suggest if they're interested in more features, try them both!

Thx guys both Faststone ImageViewer and Faststone MaxView are good products.
I wasn't really interesting in having more features to start with but after trying
Faststone ImageViewer I kinda like the way it displays the thumbnails in larger size's.

I use Imagine, extremely fast and fully configurable. By default, Zoom is Ctrl+WheelUp/Down, but you can change that.

For me Osiva is pretty hard to beat as a fast and easy quick viewer. It's a little free executable that is really fun and handy to use... You should give it a try to see if it will fit your need.

EDIT:
Ps: But please take note that Osiva is not full of every features like IrfanView and the likes, it's focused on viewing image files (not work on them), and it is doing it very well and elegantly.

I have used Faststone Imageviewer, MaxView and IrfanView but for simple use the best is :
XnView (http://www.xnview.com/)
It also has portable version and is very fast to load as compared to FS viewer and MaxView. Give it a try. I still use FSviewer( portable) for some extra things but I hate it,s slow loading up.

I have tried a few and have decided to go with FastStone Image Viewer.
Now I can configure Malware Defender. FastStone Image Viewer is the only program on my pc now that can Access,View,Delete and Create files on D Partition :)

for me deciding factor is how many image formats it can display, maxview and imageviewer satisfy my needs cause it show you also the many RAW formats and adobe's DNG format.
the fastone stuff is more oriented to professional photographers unlike the others.

No, you can make the zipped verson work for any flash drive. See this for more info... http://www.portablefreeware.com/?id=30 The "How to extract" section explains how to make XnView portable.

No need to bother for this. Just download the zip package from here. It,s the portable version. I am using it on XP and windows.

aigle: Does the zip version you are refering to contain the xnview.ini file? I didn't think it did. If not, XnView writes it's settings to the registry. Which for me, makes it not portable. :( (I can't download it now to check...)
