Does mscomctl.ocx come in XP by default, or with any of the service packs?

Do you have any particular reason to ask?
Is there a problem (like: a program giving you an error)?
I don't know at the moment whether I remember me well, but I think you can get it from the MS Visual Basic Runtime.

I have it in my folder o' dlls that I have to add to my system32 folder after each installation so I would say no.
