is encryption export controlled ?

i remember a while back that software was export controlled, effectively limiting its strength. is this still the case and if it is then what exactly are the limitations ? and how do they affect the end user...?

on the reverse are there any programs that are not affected and where can i get them. i am from england so i dont know exactly where i would stand if the restrictions apply.

Short answer for the US, yes. I believe the restrictions say that nothing above 128bit encryption can be exported, although that may have moved up to 256.

All hardware and software is subject to export laws in the US, but it depends on where it is going, what it is, and what it can do. I believe its much more complex than just "yes on a no on b."

That said, you can find just about any type of encryption sw on the net for download into just about any country.
