ESS 4 firewall not asking for rules in interactive mode

Hi, I'm used to create specific rules on my firewall and than just block the rest. I'm now testing ESS 4 and I have a weird problem. When I go to interactive mode so that i can create some rules, sometimes firewall will pop up that windows with rule creation, but sometimes it will not. For example it poped up when i used firefox, but is not when i'm using miranda (icq). What is even more weird is that in Policy based mode icq will not work (that is actually expected), but in interactive mode, icq works (and there are no rules created).

Any ideas what could be wrong? Thanks.

edit: right before ESS4 i had trial of ESS3 which i have uninstalled and I'm using 64b XP.
