Any idea what i should do?Im not sure wether it is safe to remove it or not.

Potentially unsafe applications are exactly that. They might be safe they might not be. If you know what the program is and does, how it got there, why it's there, then you can just ignore it.

Still this could be a false positive, did you turn xp into vista look? In a 1 minut google check it seems to be some kind of system modifier not intended for malicious purposes but im no threat expert though.

Isn't that tool actually supposed to close certain application? In such case, it's not an FP.

It's always ok to quarantine a PUA unless you're using it for something. Since you don't know what it is, you're not using it.
