Is uinst001.exe a bad file?

I'm afraid we'll need a lot more information than that Carl. ;)
Filenames on their own are unimportant... Any file can be named anything. You could easily rename notepad.exe to uinst001.exe and it'll still run when you double click on uinst001.exe.
What more can you tell us? Where is it? What size is it? What are all the File Properties (right-click on it, check all the tabs in Properties...)? When did you get it? And so on.
You may want to scan it with various virus or trojan scanners, as well.

I discovered that uinst001.exe is associated with PanMicro and I did not authorize that company/person to put the file on my machine so I deleted it.

If you have any lasting concerns about your system state, you could run one of the available online virus scanners. There are links to a few good ones here:
