I use a Google toolbar, where appear some bloqued pop up; are they related to "start up" action?

Perhaps you prevented the application starting the Google Toolbar from starting an application that will connect ?

In the advanced options, select the advanced mode. Then in the application filtering page, check all the stop panels.
