My Passport Essential 320 GB

I bought this external HDD today and I formatted it with NTFS but what annoys me in my purchase is that the total capacity (before and after format) is just 298 GB?! where's the remaining 22 GB? I thought I bought a real 320 GB!

You bought a 320 GB HD which is a 298 GiB HD. Windows reports in GiB.
