I heard about a program that scrambles keystrokes for IE, but I can't remember what it was called. Anyone have any ideas?

If you're referring to scrambling keystrokes for the purposes of keylogger defense, then you might be thinking of Keyscrambler (http://www.qfxsoftware.com/).
