disable "Internet filtering enabled" is correct?

Hi:)

I have a strange problem, i have install the sp3 for xp and the last update. First of that i haven't problem with my rules but now i can't surf on the web without disable the voice "Internet filtering enabled".:-\

I have made a test the firewall with ShieldsUP and all the port are Stealth so now my question is if I m secure anyway with the "Internet filtering enabled" disable or not:doubt:

If someone want see my rule i can post it
