Opening Datebase Update with which program?

I have a trial version of TDS-3. I've downloaded the database update.
I'm not sure which program to use to open up this file.
It looks like a regular Windows File. Any suggestions?

You do not open it or run, Just put the radius.tds [Save] it in your TDS directory.
