I have a bad hd that will be replaced how do I restore when acronis not on new drive?

You make the bootable Rescue Media cd from the installed Acronis software. This cd has the basic Backup, Recovery and Clone functions.

Hopefully, you created the bootable Rescue CD when you first installed TrueImage. If you didn't, then you will have to install TrueImage temporarily on another computer and then create the bootable CD. Then un-install the temp install.
As DwnNdrty states, the Rescue CD will do the job. You can perform the restore from the CD. Is your *.tib file on an external drive or on DVD's?

regretfully i made boot cd afterwards so unless it's created right after 1st install no boot cd will work?
oh & yes backup is on wd external
My hd would suddenly not boot called dell to begin new hd process but suddenly as I was in other room pc just came on and booted & began working just like HAL & allowed me to run backup which worked. I looked but never saw where ccd had to be made at in stall thank god for you guys.
I made backup will it work after a reinstall with up grade?

yOUR GUIDES ARE GREAT AND i HAVE A FEW QUESTIONS
DELL GIVES YOU A LOADED DRIVE IN TIME YOUR UPDATE PROGS LIKE TREND-MICRO & QUICKEN HOW DO YOU DEAL WITH THESE JUST OVERWRITE OR DELETE THE LOADED APPS AFTER RESTORE?
CAN YOU VALIDATE THE BOOT DISK?
AS i SAID HD IS STILL WORKING NO IDEA HOW OR WHY IT WOKE UP BUT SOME OPERATIONS WITH ACRONIS INDICATE BAD SECTOR 30 BUT AFTER i DO A CHKDSK ALL WORKS THIS MEANS i'M NERVOUS ABOUT OVER WORKING THIS DRIVE i THANK GOD i WAS GIVEN A 2ND CHANCE TO BACKUP WHICH ALL SAYS SUCCESSFUL.
i HAVE A GATEWAY THAT HAS BEEN A TANK OF A SECOND BACKUP PC ON A NETWORK BUT NETWORK NOT WORKING WELL CAN'T SEE PC'S BUT BOTH CAN USE NET DSL CONNECTION

I do not know of any way to validate the system drive. You can do an error checking to make sure the disk is without errors. It will also do some file checking to fix any open files. You can run a Windows utility to check for file issues but I am not sure what value this might be due to program updates.
I would suggest you make a new backup of the new disk prior to the replacing its contents with the new restore.
When you use the TrueImage Home Recovery function to perform a disk restore, the new disk will assume the same file structure that existed at the time the backup was created. Everything on the new disk prior to the TI disk restore will be wiped away by the restore.
Both the backups and restores can be completed when booted from the True Image Rescue CD.
If your backup is a full "disk" backup as described in my beginners backup guide, then you can perform a "disk" restore accoring to my beginners restore guide. Guides links are listed on second line of my signature. I am assuming that your Dell replacement disk will be the same capacity as your current drive.
