how do i turn off email protection permanently? whenever i turn it off, after a reboot, it comes right back on.

Are you using an administrative account when you change it?

This is normal and by design .
1st way:
Open the user interface -> press F5 -> navigate to "Email protection"
Uncheck "Enable email protection" . Confirm with OK.
This way , however , your icon will be always yellow.
2nd way:
Open the user interface -> press F5 -> navigate to "Email protection" -> POP3 -> Email clients
Make sure that you uncheck each and every program listed there
Then , goto "Protocol filtering" and choose the radio button named "Applications marked as ..."
Confirm with OK.
I personally would choose number 2
