Since much to our regret, there's no such thing as a does-everything utility, at least none that works, could you clarify what kind of cleaning you had in mind?

Registry? Duplicate files? Spyware? Viruses etc.? A secure clean-delete tool?

There are quite a few good freebies around that'll do one or even 2 or 3 of these jobs quite neatly, but a more specific answer will of course depend on what specifically you're trying to do.
