I have a new TI v11 just purchased. If some thing goes wrong before I backup with TI, can I restore from a Windows system Backup? I do not have a floppy to use with the Windows restore.

If you mean a Windows Restore Point, then no. If Windows cannot boot, I know of no way to get to the Restore Points. So since you have TI, make a whole disk backup asap. Also make the bootable TI Rescue cd and boot with it to make sure it sees where you have the backup - an external drive is recommended.

Windows boots. Something happened and it is now running slow on internet and dvd movie usage. I do not have the system restore floppy for windows and no floppy drive on machine.
I would like to use a system restore, on a previous backup, so it is back prior to the slow down before fiddling with registry cleaning/utility programs.
Backing it up with TI now just gives me the slow running system.

What operating system are you using? Windows XP, Vista etc.
By saying system restore floppy I don’t know what you mean. Are you trying to use Windows System Restore to go back in time when everything worked well or perhaps you are referring to a manufacturer’s CD for doing a recovery to the as purchased state?
How was your previous backup made and what software did you use? If this was TrueImage what version and build number are you using?

Yes, it is very unclear as to what is going on. Please supply the details asked for by Bruce.

Whether it would help you to restore your checkpoint is a debatable question--not because of TI but due to Windows. The Windows XP restore checkpoint does not always work.
If it were me, I would install TI and take the image as soon as possible. Do not do any cleanup of anything. Get your full disk backup done and get it validated.
Next would be to make the Rescue CD and boot from it and simulate doing a backup or restore so you can see if you have access to all your folders and recent backup archives. If you can practice creating a restore or a backup which involves your external drive, then you can begin your cleanups.
Then and only then should you begin any cleanup of temps or anything else. Then if something goes wrong, you have your previous TI backup.
Don't let anything stand in your way of getting an immediate full disk backup. Murphy's law...What can go wrong will go wrong. Get prepared so you don't get stuck in a lurch! No, nothing is going to happen but please do get prepared so if something were to happen, you will not have any regrets for any delays on your part.
After your cleanups, then you do more backups so you have a full disk copy of your cleaner system.
