They spent a great majority of the article stating why the do not distribute to AV vendors option is not useful to malware vendors but finish with

Sounds like it was pressure from the AV companies esp Kaspersky.

Its about time they did this. Let the malware writers use a pay service (that will probably steal the best ideas) to shape their warez.
