System Rules

When set to Interactive mode, I don't understand the System rules. They include "allow access to shared files and printers on remote computers" where it is allowed outbound for the internet profile - but I don't want that and I cannot remove the rule. Does "strict protection override the rule?

Ehhhh....I gave up again on the firewall in ESS. The Comodo Defense+ drove me crazy...so I am back to webroot.
