I'm looking for a windows firewall that can create a rule both packet and application based together.
For example, block XXX packet inbound tcp/udp for application XYZ.
Im not sure if there is such a firewall, i've looked around and they are either packet or application never together.

Depends on your OS. Try Sygate Personal Firewall 5.5 if you have XP. I don;t know if it's working on Vista.

I think a rules-based firewall like Jetico or Outpost could do that.

Look 'n' Stop as well, among others.

I do not think Look'n'Stop provides this.

look`n`stop, you would need to create a rule, then bind the application to the rule.
Sunbelt, you need to go into the packet filter section
ZA pro, you need to create an advanced rule for the application
etc.
