First Web Browser rule: Match inverted->NetBios->Access Network ?

If I change the first Web Browser rule:
accept, Protocol-->0, Access Network for
accept, Protocol-->match inverted NetBios, access Network

Protocol-->0, mean without any protocol?

Is it mean, if I choose Protocol-->match inverted Netbios, it will give access to they other protocol except Netbios and in the same time with the access network?

Is it will be good or not good?

I saw in a german tutorial.
Placing the rule:-> reject, protocol:match inverted->NetBios, access to network
before (I suppose) the usual rule:-> accept, Protocol:0, access to network.
But when I tried this, Firefox couldn't have a connexion.

Then, I would like for knowing, if I replace the first usual rule in Web Browser by:
accept, protocol:match inverted->NetBios, access to network.
I suppose it will be not good because it will let pass all other protocol except Netbios into the acces to network.
