Why can't I see "system" under "configure rules and zones"?

"system" is listed under "Protection status -> personal firewall" but under firewall setup -> configure rules and zones it is not listed...it's important because I want to stream using my satellite box but I need to get at the "system" part...

I'm using Vista Ultimate 32-bit...

EDIT: Delete this...I got it going now...
