attached is the rule for DHCP.
one is set with 'ALL' in the ether and ip address, while the other is set with my local address.
Practically, is there any difference?

Yes, the rules are different. Maybe I'm wrong but DHCP is a broadcast protocol, so not sure it will work fine if you restrict the IP address.

You can anyway experiment (assuming you are using DHCP) to see if it works or not (at least in your case).
