RD not blocking change

I am trying to use RD on a WIN2000 machine and would like it to prevent all changes to HKCU\Software\Microsoft\Windows\Currentversion\Explorer\Shell folders.

However, this only seems to work after having logged on. Even though it should already be running by the time I see the logon screen the change still occurs.

Any ideas?

How are you editing this setting exactly? RegDefend in the current public version isn't quite as "from boot" as the next version will be, so it could be timing related.
