Bug Report: Cannot add local network when user is not administrator

Cannot add automatic detected network to allowed firewalls rules when user is not Administrator on Windows Vista (and don't ask Administrator elevated permission)

Steps To Reproduce: Try to add allowed network to firewall rules

Need to work on Windows Vista standard user mode
