RunAs Command error

When ever I attempt to Run another program as an Administrator while logged on as a Limited User I get the following error. (See Jpg)

This is the logfile'

I am however able to achieve administrative use by going in through a Start Run with this instruction-

runas /user:localmachinename\administrator "C:\Program Files\Attack\TDS-3\tds-3.exe"

and entering the Admin Password in the resulting Command Prompt.

Thanks, trust Microsoft to be using yet another "not properly" documented flag with this. It will be added to next version. It basically means svchost is trying to gain "Maximum" access and PG is allowing it none at the moment.
