The HTTP scanner in IMON actually scans archives internally.

You are joking ?
Test , you'll see it is scanned . Click this:
http://www.eicar.org/download/eicar_com.zip
You'll see warning similar to this which means it is scanned. If you have set as per BS tutorial , the connection will be auto terminated , you'll not see any warning but will not be able to download Eicar

What method are you using to download them, HTTP or File Transfer like MS Messenger?

Post a link that is causing you trouble, make sure it is disabled by using hXXp instead of http.
