Is this ok to delete? Or will it mess up the computer?

Since we don't have enough information and since you don't complain about problems , I'd ingore it.

Delete it to the recycle bin, and in the event you have a problem (unlikely) you can restore it.

i can assure you, that it is SAFE to delete if you no longer have the pre-installed mcafee on your machine, i did the same with my dell.

Depends

Is there installed application (Dell stuff) ? Is this file shared (used by another program) ?

i think its just a file that gets made when i got dell to check to see what dell products i had.
http://support.euro.dell.com/support/downloads/index.aspx?c=uk&l=en&s=gen
at that link if you click on find my product tag it will try and find out what dell products (if any) you have and creates the folder and file in question

If you no longer use this and if it annoys you , then you have the green light to delete it

I never bothered to look in that Dell file until now. I do recall deleting the McAfee file but I didn't look at the other stuff. What is ecenter.exe and driverreset.exe? I didn't even realize the owner's manual was in this folder. I have a real paper one so I never looked for it on the computer. ecenter requires IE to start and I don't want to do that just to see what it is as starting IE will mess up Winamp. Anyone know what those are? Why would I need a driverreset tool (that I didn't even know was there)?

Mine is present in the Start Menu; Programs>Dell Utilities>Dell Accessories>Driver Reset Tool

This tool allows you to repair/reset the drivers for your system. If a Driver is corrupted for example, it will attempt a repair. Further information here. entering your Service Tag will do for most all else on Firefox, including Original System Configuration.

I would not bother with "Driver Reset Tool" unless there was a problem that could not be solved by 'less automatic' methods. :)
