I am planning on installing "vista" on my system soon.
In a dual boot configuration with windows XP.
My question is, If i upgrade my current version TI 9.0 to TI 10.0

Can i install the (single copy)TI 10.0 on both XP and Vista.

Or will i be required to purchase 2 copies of TI 10.0?

Also are older "images" made with 8.0 and 9.0 compatible with the new 10.0 version?

License is per computer and not per OS. Since it is dual boot on the same computer, one license is enough.

You can triple boot 3 OS on the same computer and you only need one license of TI on that one computer. And bear in mind that you can only boot to one OS at one time, so one license is enough.
